Facilities in the Solid Waste Programme

Tiu Keng Leng Cottage Area Clearance

To put in place three major strategic landfills, serviced by a network of refuse transfer stations (RTS) to deal with solid waste into the next century. Also included in the programme are facilities to deal with chemical waste, radioactive waste and special wastes. The Chinese are aware of some components.

It is Government's intention to clear the Tiu Keng Leng cottage area. The residents have occupied the land since 1964 on permits which can be terminated at 3 months' notice. They do not have title to the land. Nevertheless, the residents are demanding to be treated as a 'special case' for compensation purposes. Some LegCo Members

have supported them.

Present status/progress

Two RTS (Kowloon Bay and Island East) are complete. Contract for Sha Tin RTS already awarded. The Chemical Waste Treatment Facility completed in April 1993. Each has a fifteen year operation period and none have been the subject of consultation with the Chinese as capital expenditure is before 1997. WENT and SENT Landfill contracts awarded after Chinese agreement. Tender has been called for NENT Landfill.

The Administration has announced proposals to pay an ex-gratia allowance based on $3,450 m2 of floor area of the residents houses. This is generous in view of the lack of title. Nevertheless, the residents have rejected the package and made a counter-proposal which is unacceptable. Negotiations continue.
