DB constituency boundaries for 1994
elections
To further democratize District Boards (DBS) by abolishing all appointed seats in 1994.
To review and revise the constituency boundaries for the next DB elections in 1994.
The proposed abolition of appointed DB seats as from 1994 is one of the components of the constitutional package being negotiated in Beijing. Some DB members, mostly the appointed ones, have continued to voice their opposition to the proposal. The community showed little interest in this initially, but their interest has picked up. They are keen to see a positive outcome to the negotiations on the constitutional package as a whole.
An independent Boundary and Election Commission has been set up to review the constituency boundaries of the DBS and Municipal Councils.
The
Commission is expected to complete its initial work and publish
initial proposals for public
consultation in October 1993. The
Chinese side has been critical of
the establishment of the Commission and the publication of their proposals may give rise to further criticisms.
