Interim measure of allowing overseas agreement officers to transfer to local terms subject
to certain conditions
A UK compensation scheme for members of Her Majesty Overseas Civil Service on change of sovereignty, in recognition of HMG's special obligations to these officers.
To recruit suitably qualified local candidates to the service.
To comply with the Bill of Rights provision on permanent residents' right to equal access to the public service on the one hand and to preserve the localisation policy on the other.
Present status/progress
HMG would start another round of consultations with the HK HMOCS Association on a proposed compensation scheme and other HMOCS arrangements soon.
99% of the civilians are local officers. 98% of the disciplined services are local officers.
Applications for transfer are being processed. Working on long-term solution of introducing a standard set of terms and conditions of service thereby eliminating the distinction between overseas and local terms of employment. Legco members are considering a private member's bill to freeze the interim
measure.

The Chinese have objected to the lack of
consultation

may also object to HKG consulting all interested parties on the longer term arrangements before consulting them.
