(a) Operation of the Boundary and

Election Commission.

(b) To devise arrangements for

the 1994/95 elections which command the confidence and support of the community.

Present status/progress

The Boundary and Election Commission was established on 23 July. It will consult the public (29 Oct 27 Nov) on constituency boundaries for the next District Board and Municipal Council elections.

As at 27 September, twelve rounds of talks have been held between the British and Chinese Governments on the 1994/95 electoral arrangements. No date has been fixed for introducing legislation on the 1994/95 elections.

Financing

The absence of agreement with the Chinese on the airport financing plan creates ongoing uncertainty for the project

(a) The JLG's Airport Committee meet

on 4 August. No agreement.

(b) Chinese briefed on 24 August on

airport progress. Made clear that if no agreement on funding and related issues by early 1994 then target opening date cannot be kept.
