1. The purpose of this paper is to attempt to avoid unpleasant surprises. It is updated every three months.

It is divided into two parts: scenarios for crises which would have a direct and major effect on British interests (pages 1-5); and a "watchlist" (pages 6-12) of potential secondary crises where the effects on our interests would be less direct and immediate.
