PEKING OBJECTIVES 1993/94
1.
Thank you for showing me your draft comments on Peking's objectives for 1993/94.
2. I have expanded certain of your comments, but I agree that there is no point engaging in lengthy correspondence.
3. I would however like to have a meeting after the summer break, at which we can discuss with all concerned our strategy towards China in the months ahead. I think this could best be in September. Although the Hong Kong talks will still be continuing, if these seem to be heading towards an agreement there may be certain initiatives on the bilateral front which we should consider.
There may for
example be a case for briefing the Secretary of State to raise with the Chinese Foreign Minister, when they meet at the end of September, our interest in opening a Consulate-General in Canton.
4. Let us fix a time after I return on 6 September.
