We have considered the papers that you referred to me with your minute of 25 June. These papers contain the considered opinion of Foreign and Colonial Office legal advisers in 1963 that our continued administration of the Kowloon Walled City in Hong Kong was open to legal challenge. Although matters have moved on since then and our claim to jurisdiction seems to have been legally confirmed by the Joint Declaration, the Hong Kong Government is still dealing with compensation claims from the former occupants of the Walled City, and we believe that it could create unnecessary difficulties if we were to release this information now. We would like to see the release of these papers delayed under Category A of the Guidelines on Extended Closure Periods, and brought up for review in 1997.
