PRIME MINISTER'S SPEECH IN TOKYO:

Many thanks for copying to me the current draft of the Prime Minister's speech. I thought that this was admirable (if
I may say so). I wonder whether I could suggest a slight
expansion of the reference to Hong Kong on page 7 so as to work in an oblique reference to cooperation with China. I also have Some unease about the reference to "free institutions".
2.
Could I suggest that the Hong Kong reference read as
follows:
"History has also given us a special responsibility for Hong Kong, whose importance as an economic power-house for the region is, I know, well understood in Japan. Our aim is to ensure that Hong Kong's success will continue into the new century on the basis of the one country, two systems concept underpinned by democratic institutions and the rule of law".
