The NPC Standing Committee may need to draw up guidelines on the through train arrangements to remove confusion.
Mr Patten's remark during his US visit that stipulations in the BL relating to the "through train" should be amended has ignored China's sovereignty and is in breach of the JD and the BL.
Mr Patten, in giving US politicians a false impression that there are no objective criteria for the "through train" and that legislators may get thrown off the train just because their faces don't fit, is trying to mobilise international efforts to interfere with the BL.
The four criteria for legislators to ride the through train are to uphold the BL, to pledge allegiance to the SAR, to meet BL stipulations and to be endorsed by the SAR Preparatory Committee.
The conditions for riding the through train are objective.
The BL and the decisions made by the NPC have been very clear about the question of the through train.
In trying to play the impossible "through train card", Mr Patten will create difficulties for the third round of Sino- British talks.
