Appendix V

Ah Yan in Ta Kung Pao

SCA Michael Sze's statement in Legco that the Council can use its constitutional right to pass, amend or reject the Bill on the Sino-British agreement reached is a dangerous signal and should be stopped. Legco is only an advisory body of the Governor. It has no right to "reject" any Sino-British agreement reached, but instead should accept and implement the agreement unconditionally and in full. This is also a litmus test to judge whether members are in support of Sino-British cooperation, and protect HK's prosperity and stability in the interest of HK people.
