There have been a few exchanges on the appropriate wording for the "no unilateral legislation" point, resting with Peter Ricketts' letter of 22 December to Martin Dinham. To be doubly sure before we amend our master copy of the White Paper, it would be most helpful if you would confirm that the whole of the new paragraph 43 as suggested Peter Lai's letter of 15 December should now be deleted, to be replaced by the following:
