"Towards A Brighter Hong

Recent ICAC survey findings and feedback collected by Regional Offices from different walks of the community reflect that there is rapidly growing public concern over possible deterioration in the corruption situation in Hong Kong and the effectiveness of ICAC in combatting corruption in the run-up to 1997.

Against this background, the ICAC 20th anniversary which falls in February 1994 will be used as a platform to mount a major, long-term campaign to reinforce the public's confidence in the Commission. The main events are still being planned but they might include telecasting a television drama series on ICAC's work; producing television, radio and newspaper features on ICAC's day-to-day work; launching an advertising campaign with APIs and posters; hosting a regional anti- corruption seminar; staging a large-scale exhibition on Hong Kong's anti-corruption work supported by smaller, roving exhibitions in various districts; organising community activities in the districts etc.

ICAC

All these activities will aim to impress upon the community that with 20 years of success behind it, has every confidence and the ability to keep corruption under control in the

run-up to 1997. The community will be urged to increase their vigilance over the corruption problem and take action to support the ICAC.

1993 ICAC Annual Survey

The second ICAC annual survey in the form of telephone interviews was conducted in late April by the Community Relations Department for the purpose of obtaining readings on public perception of the problem of corruption and ICAC's performance. The format and methodology of the survey is similar to the bi-monthly opinion poll conducted by CNTA to collect public views on Government policies and social issues.

While the findings have yet to be tabulated by computer, some preliminary findings do reflect to a certain extent the public's current perception of corruption problem in Hong Kong :
