(a) above indicates rapidly growing public concern over possible deterioration in the corruption situation in the run-up to 1997. (b) above indicates a slight improvement in the public's confidence in the ICAC, probably because of publicity generated by several recent ICAC arrest operations. However, the implications of the findings are still less than comforting. Perhaps part of this perception stems from а general pessimism among those who lack faith in post-1997 Hong Kong. It is for the ICAC to demonstrate to the public that it can get on top of the problem in the years ahead, through effective law enforcement as well as a vigorous public education and prevention programme.

The tabulated findings of the survey
survey will available in July. These will provide useful reference for the department to map out its community education strategies for 1994/95.
(The Mass Survey was conducted biennially through face-to-face interviews. The last Mass Survey was conducted in 1990. It was replaced by the simpler and less costly annual telephone survey in 1992.)
