4. I am not clear whether Mr Bradley intends to resume his DS
If he does, it clearly gives us stronger leverage over him. I understand he has talked in Hong Kong of being an occasional contributor to Spectator. I suggest that we should aim to prevent a recurrence by warning him off now. To be
effective, any such warning would probably need to come from a
senior member of the Administration.
