ARTICLE ON HONG KONG IN THE SPECTATOR BY A MEMBER OF THE SERVICE

1. I understand that you are already alerted to the article by

Stephen Bradley (under the pen-name Stephen Dunstan) in this week's Spectator.

2.

I attach a copy.

The Governor mentioned this to me earlier

in the week. His staff told me that he was hurt about it.

Having now seen it I understand why. It contrives to suggest that our efforts to reach agreement with China on the elections

are a waste of time, and also that it is quite possible that we will cave in at the end of the day. The timing is most unhelpful, coming at the critical phase of our negotiations.

The fact that this article has been penned by a former close confidant of the Governor will be widely known in Hong Kong.

3. I understand from the Political Adviser in Hong Kong,

Bob Peirce, that Mr Bradley showed this article to the

Governor's Press Secretary 2 or 3 days before publication and

has since claimed that he "cleared his line" with Government

House. In fact I understand that he was told that the Governor

would not like the article. Mr Bradley made no effort to clear
