UK/HONG KONG SCHOLARSHIPS: REVIEW OF THE JOINT FUNDING SCHEME

Thank you for your letter of 16 July to Peter Ricketts on the phasing out of the Joint Funding Scheme. The enclosed set of figures on the projected annual savings from the phase-out are very helpful.

We have yet to make a decision on the precise allocation of the £0.5 million we aim to set aside for Hong Kong scholarships, once the Joint Funding Scheme has been phased out on present plans, it is our intention to set up a separate scholarship facility for Hong Kong students to study in the UK. Any such scheme would be independent of the existing UK/Hong Kong Scholarships programme which, as you know, is due for review in 1994/5. However, our ideas are still very much in the planning stage and we are still exploring options which will let us make the most effective use of the £0.5 million. We will of course, let you have more details as soon as we can.

We are content with the draft press release as it stands and see no need to mention HMG's intended future contribution to Hong Kong scholarships until details have been finalised.
