I attach a draft reply to Michael Leung's letter to Peter Ricketts of 16 July on the above subject. I have discussed the substance of my draft with CRD and they are content. I think that at this stage, we should inform Hong Kong of our intention to set up a separate scholarship scheme (independent of the UK/HK scholarships) with the allocated £0.5 million, without giving a firm idea of the type of scheme we have in mind. This should in no way cut across any future British Council initiative or the present trawling exercise being carried out by the BTC.

2. The draft has not been cleared with Mr Hum.
