Review of the Joint Funding Scheme (JFS)

for Hong Kong Students in the United Kingdom

Thank you for your letter of 3 June 1993 confirming your agreement to the phasing out of the Joint Funding Scheme by 1996-97, starting from 1994-95.

Although disappointed, we understand the reasons why the UK Government would not be able to divert its contributions from the JFS to the UK/HK Scholarships Scheme once the JFS has been phased out. We were, however, very pleased to hear of your plan to set aside £0.5 million for Hong Kong scholarships. I should be grateful for your advice on whether the sum of £0.5 million refers to an annual recurrent allocation for Hong Kong scholarships in addition to the UK Government's existing contribution to the UK/HK Scholarships Scheme and whether this new additional allocation would be injected into the existing UK/HK Scholarships Scheme. Could you also keep me informed of any further developments regarding the UK Government's planned provision of funds for Hong Kong scholarships.

I enclose for your comment a copy of our draft press release announcing the future arrangement about the You will note that the text does not refer to the UK Government's position regarding its future contribution to Hong Kong scholarships, although it could do if you so wish.

Executive Council's decision on this issue was reached in February 1993, we would like to make the public announcement as soon as possible. I would appreciate your early comments on the draft press release.
