WHAT IS THE POSITION FOR 1993 GIVEN THE SINGLE MARKET?

QUOTA FOR CHINESE BICYCLES?

UK has in recent years had very few national quotas against China and other State Trading Countries. Some other EC Member States had more. The Commission presented a proposal very late last year to abolish these, establishing Community- wide quotas for just a handful of products such as certain Chinese footwear. The Council of Ministers has not yet managed to agree the proposal, because of disagreement between Member States over another aspect of it under which the Community's decision- making procedures for introducing trade-

restraint measures would be changed. Meanwhile, I have decided that the 1992 national quotas which UK had against

State Trading Countries

should be rolled over for this year on a quarterly basis. As before, unlimited quantities of the products concerned may legitimately be imported indirectly into the UK via other Member States under the

Community's free-

circulation rules.

We believe this would not be appropriate, given the Commission's
