UK RECEIVES SUBSTANTIAL IMPORTS OF CHINESE FOOTWEAR ABOVE NATIONAL QUOTA, GOVERNMENT SHOULD HAVE AGREED EC-QUOTA FOR 1992

No. Our analysis showed that these imports were not causing or, except possibly for one category threatening to cause serious injury to our domestic industry - a key test for any safeguard action. Such a quota would have been damaging to consumers and others, and would not have stopped rapid resourcing of such goods from other low-cost countries. The difficulties our footwear industry has been facing are more due to the general recession.
