IMPORTS FROM CHINA (Defensive)
WHAT ACTION HAS BEEN TAKEN TO PREVENT CHINESE ATTEMPTS TO CIRCUMVENT THE QUOTA FOR CASHMERE GOODS?
WHAT ABOUT COMPENSATION?
WHAT IS HAPPENING WITH THE MULTI-FIBRE ARRANGEMENT (MFA)?
WHAT ABOUT URUGUAY ROUND?
Following representations from the UK, the EC has introduced a separate tariff line exclusively for cashmere goods. As a result of the completion of the single market, the quota for cashmere has been established on an EC-wide basis. Both of these measures took effect on 1 January 1993 and will enable import levels to be monitored more effectively than in previous years.
Compensation was agreed during the negotiations on the renewal of the EC-China textiles agree- ment. China has agreed to an effective cashmere quota reduction of 45,000 pieces per year for cashmere sweaters for the next three years.
The MFA has been rolled over for a further two years. The EC completed all its bilateral negotiations with the supplier countries concerned in December.
Proposed GATT agreement on textiles is acceptable as part of an overall package which I believe will generally benefit UK manufacturers and trading interests.
