precisely that it will result in too much bias

in favour of minority interests.

Various sectoral interests are in any case

already well represented under the functional

constituencies.

Single-seat

single-vote constituencies require a

redrawing of constituency boundaries every so often.

The fairness of the system is paramount, not its

administrative convenience. But this system is

also perfectly workable, as demonstrated both in Hong Kong (UC/RC, DBS) and elsewhere.

Past experience shows that the public have

generally adapted well

to changes in

constituency boundaries; suitable publicity and

education will keep to inconvenience to the public.
