Why not proportional representation?

The effect of a PR system is to enhance the

representation of

minority interests; this is

constituencies.

PR

would entail a

complicated voting/counting

method which the public might not readily

understand. Could therefore weaken the public's

confidence in the system, hence undermining the credibility of the electoral process.

Single-seat single-vote will make the sizes of the

constituencies very small.

In the Hong Kong context, they will be much

larger than DB constituencies (average 17,000)

and those of MCs (average 100,000);

Even with a fully directly elected LegCo some

time in the future, the average population size

will still be about 100,000, which is far from being small.
