Why move away from the double-seat double-vote system?

As the Chinese side will no doubt be aware,

there were widespread criticisms of "coat-tail

effect" in 1991 LegCo elections.

Such criticisms put the fairness of the

electoral process in doubt. Therefore believe it sensible to move to a system which is clear

and more widely recognised by the public as

fair.

Why not multi-seat single-vote?

We have, at all three tiers of representative

government, always been operating on the principle that an elector should be given as

as there are seats. Adopting

multi-seat single-vote will go completely against this principle in reducing the electors' voting rights. The community will not accept
