PROGRESS IN THE JLG: FAC NOTE
Thank you for sending us your draft note for the FAC. Tony Galsworthy and I have the following comments:
1.
(a) para 1: replace first sentence with: "The Sino-British Joint Liaison Group (JLG) is charged by the Joint Declaration with conducting consultations on the implementation of the Joint Declaration; discussing matters relating to the smooth transfer of government in 1997; and exchanging information and conducting consultations on subjects agreed by the two sides."
(b) para 1: after "economic relations" insert "as a separate customs territory, ..."
(c) para 2: Defence Lands: after "land" insert "and facilities".
(d) para 2: ASAS: replace with the following: "Since discussions began in the JLG in 1985, the Chinese side have given their agreement to the signature of 8 separated ASAS. A number of other ASAS initialled by HKG are currently with the Chinese side awaiting their agreement. In all there are 24 UK ASAS which cover or have covered rights to fly to Hong Kong. Since the aviation industry is constantly evolving, Hong Kong also needs to negotiate treaties with new air service partners. Two of these have been signed."
(e) para 2: Surrender of Fugitive Offenders: replace "would wish" with "will need".
(f) para 2: Mutual Legal Assistance and Reciprocal Enforcement of Judgments: replace with: "The Chinese in the JLG have not yet given their formal approval
