Contributions should be as succinct as possible, and should consist of unclassified material only. They should be divided into two parts one dealing with current policy, one dealing with likely or possible developments up to and beyond 1997, as far as this is possible. The focus of the memorandum is intended to be bilateral relations and the implications for bilateral relations of contacts within multilateral fora. HKD have already prodced a separate memorandum on Hong Kong issues. However, if existing policies or possible future developments have particular implications for Hong Kong, these should be noted.
