You ask in your minute of 2" November for chunks of speech material for a speech to be given by the Secretary of State in the Foreign Affairs Debate later this month. I am sending you now a draft of a speech which the Prime Minister is due to make to a big conference on Hong Kong tomorrow, as well as the Address to the Hong Kong Legislative Council given by the Governor last month (paras 138 onwards are the relevant ones). Lines taken with the press following tomorrow's meeting of the Cabinet are also likely to be useful to you. We will send those on later.

2. We will send you the bull points and defensive lines asked for in your minute of 3 November in the next day or so so that they can reflect the outcome of tomorrow's meeting.
