3. The Secretary of State would like, if possible, to pepper the speech with any announcements we plan to make around the middle of the month. He would be grateful if departments could consider whether there is anything appropriate.
4. The Secretary of State will wish to work on the text himself a fair bit. Grateful, therefore, if contributions could reach me by noon on 10 November.
