FOREIGN AFFAIRS DEBATES
1. The Secretary of State will speak in the Foreign Affairs Debate on the Queen's speech, possibly on 19 November but more probably early in the week of 22 November. He has decided that his speech will be effectively a tour d'horizon, covering the Middle East, Russia, CFSP, South Africa, Hong Kong, and former Yugoslavia. He will also wish to refer to GATT, and to Central Europe. He has decided not to cover non-CFSP European issues.
2. I should be grateful if relevant departments could provide chunks of speech material on these subjects, which I can then work into a single text. The connecting theme will be the achievement of modest, hard-fought advances, doing what is possible and avoiding unachievable rhetoric. In each case the Foreign Office has been pursuing British interests etc.
