It is the common wish of most people in Hong Kong that Britain and China reach an agreement on 1994/95 election arrangements for Hong Kong and resume cooperation in all areas concerning the transition in 1997.

Hong Kong people are worried about the slow progress made in the twelve rounds of Sino- British talks that have taken place, and even more about recent rumours that the talks are going to break down.

We fear that failure to reach an agreement between the two governments would cause dismay and unrest in the Hong Kong community, and would have a negative impact on various aspects of the transfer of sovereignty, despite the intention of both governments to maintain the stability and prosperity of Hong Kong.

We believe that, as in the past, Britain and China can cooperate with sincerity for the common goal of ensuring a smooth transition in Hong Kong and implementing the Sino-British Joint Declaration.

On the eve of your meeting with the Chinese foreign minister, therefore, we write to you to express our earnest wish that the meeting would lead the way to an agreement and overall resumption of cooperation between the two governments.

Thank you for your letter of 30 September about our policy

towards Hong Kong on the eve of my meeting with the

Chinese Foreign Minister.

I share your hope that it will be possible for Britain and China

to reach agreement on the 1994/95 election arrangements in Hong

Kong. We have been conducting serious negotiations for the past five months in a genuine attempt to reach an understanding. I

have also had two long discussions with Mr Qian Qichen in an

effort to focus these talks on the essential points and to find

ways of bridging the considerable gap that still separates us.

In the course of our talks in Peking the British side have made

major moves to meet Chinese concerns. I am disappointed that

there has been no corresponding move from the Chinese side.
