CHAIRMAN OF THE PRO-CHINA PARTY: DEMOCRATIC ALLIANCE FOR THE

BETTERMENT OF HONG KONG (DAB)

1. I submit a draft reply to this letter, which has been cleared with Hong Kong.

2. The DAB represents the opposite end of the political spectrum from Martin Lee's UDHK. We have already submitted a draft reply to a recent letter to the Secretary of State from Martin Lee. In order to maintain the balance I recommend that

the Secretary of State should also reply to the Chairman of the

DAB.
