HMOCS: DRAFT COMPENSATION SCHEME

I attach a copy of a letter from Mr Fifoot dated 3 June, and the revised draft HMOCS Compensation Scheme to which it refers. The revised draft is different in a number of respects from the earlier draft and is more in line with traditional schemes. have not yet passed it to the Treasury for comment, but will do so once you and the ODA have confirmed that you are content.

Mr Fifoot has asked some questions in his covering letter, and I would be grateful for your advice on those which concern HKG. You will see that he has included provisions which might enable the right to premature retirement under the scheme to continue beyond 1997. While I see no harm in including these provisions, I think we agreed that officers should assume that the scheme will not continue after the change of sovereignty.
