The Commissioner for Labour responsible for advising the Government on labour policy, including any measures necessary to retain loyal staff at work.

Labour Department staff will continue to assist in the resolution of labour disputes by conciliation, with priority being given to the essential services (see Part VII).

They will also be responsible for receiving delegations of workers involved in labour disputes or of politically-motivated labour or other interest groups at the Department's offices and for advising senior management of companies providing essential services on how best delegations to, or sit-ins at, their offices or plants should be handled.
LEGAL DEPARTMENT

The Attorney General is responsible for advising the Government on legal matters and for drafting emergency legislation and preparing it for implementation. If required, a Legal Officer will be attached to the GSECC to draw up legal orders, curfews and other emergency legislation.
MARINE DEPARTMENT

During an emergency, the Director of Marine will be responsible for carrying out priority tasks, such as maintaining marine transport for Government and essential services, and continuing to operate the port including the recruitment and control of seamen.
67.
To this end, he may be empowered to exercise absolute control over marine traffic and cargo handling, and to requisition vessels for the purpose of providing towing, unloading or other waterborne support services, including food distribution (see Part V paragraph 6). collection of explosives (see V paragraph 27), transport of priority mails Part V paragraph 69) and such emergency ferry as may be prescribed by the Emergency Transport Coordination Centre (see Part VI paragraph 2).
