POST OFFICE

The
Postmaster General (PMG) will be responsible for ensuring the safe delivery of mail to Government departments and other essential services, and for providing the most efficient postal service possible under the prevailing circumstances for other mail.

In curfew areas normal postal services will be suspended and most offices will close with the exception of regional post offices and the International Mail Centre. Efforts will be made to maintain the airmail service, though the PMG may suspend it following consultation with the Government Secretariat Emergency Coordination Centre (GSECC).

and has overall responsibility for local and international telephone systems. If these systems become over-loaded the PMG may instruct the Telephone Company and Hong Kong Telecom International Ltd to limit access to the systems to essential users So far as this is practicable (see Part VI).

During a curfew, essential staff of the specialist units of the Telecommunications Branch will remain on duty until they can be relieved.
PRINTING DEPARTMENT

The Government Printer will be responsible for producing at short notice essential printed material, including Gazette Notices, emergency forms, Government publicity and such essential printing for the private sector as may be authorised. On the completion of the printing of any Gazette Notice notifying the introduction of emergency measures, the Government Printer will arrange for 100 copies to be delivered immediately to the Registrar of the Supreme Court.
