Departments and staff have a general responsibility to carry out their normal duties during an emergency to the extent which this is possible. Most departments will also have certain priority emergency tasks; these are summarised in the following paragraphs.

Those

departments which have not been included will be responsible for carrying out their normal functions and co-operating in any emergency measures which may need to be taken.

During civil disturbances it might be necessary to impose curfews in certain areas. Certain categories of persons will be exempt from curfew provisions (see Part IV paragraph 11) but they would not include all Government servants.

It should be borne in mind that the imposition of curfews might make it impossible for staff on duty to be relieved; arrangements would need to be made for feeding and accommodating them on the premises. Controlling Officers may also need to authorise emergency expenditure; the circumstances in which this may be done are described in Part IV paragraph 5 to 7.

In the event of food shortages, the Director of Agriculture and Fisheries in conjuction with the Director-General of Trade, Director of Services, Director of Regional Services and the Commissioner of Customs and Excise will be controlling the supply and
