In this regard, it is necessary for each District Officer to draw up in readiness, on the basis of his local knowledge, a confidential list of suitable buildings (preferably Government property) within his district. In doing so, it should be borne in mind that requisition powers on private buildings would only be used as a last resort.
In discharging their responsibilities, District Officers should be prepared to receive instructions/ information from at least three (a) the CNTA Headquarters ECC; (b) the GSECC via the CNTA Headquarters ECC if the matter is of territory-wide concern; and (c) the GSECC direct if only a specific district issue is involved.
