to identify possible public misunderstanding concerning measures proposed or carried out by the Government in the course of an emergency, to discredit rumours, to clarify misconceptions and to advise the Government how to remedy particular situations which give rise to public concern.

When the CNTA Headquarters ECC is activated, all District Officers will be informed to mobilise their staff for emergency duty. During an emergency, all District Officers will be responsible for:

establishing and maintaining an effective liaison with their District Boards, Mutual Aid Committees, Rural Committees, village representatives as necessary, and other local leaders with a view to informing them of the situation and the general action being taken the Government and seeking their co-operation and assistance in the collection and dissemination of information;

by

organising their staff to undertake duties connected with para 2 above;

reducing the staff committed to routine duties as appropriate;

maintaining close liaison with District Police HQs;

seeking to maintain the normal economic life of the districts insofar as this is compatible with the requirements of the Security Forces;

informing the CNTA Headquarters ECC of particular problems with food supplies arising in the districts SO that co-ordinated approach can be made to the Food by the Director of

Unit
