OPERATION KINBUCK

Operation Kinbuck is a contingency plan to deal with a major influx of migrants from Vietnam. It deals only with migrants on board ocean-going vessels which enter Hong Kong waters (with or without clearance to do sol. These cases usually now would follow rescue by bona-fide merchant ships on passage through the South China Sea, but could involve a vessel specifically earmarked for this 'trade' by racketeers.

This order for Operation Kinbuck is issued by Security Branch to set out the procedures to be adopted if it is decided to allow ships with Vietnamese migrants on board to enter Hong Kong waters. The same procedures will apply in the event that it is decided to carry out processing/clearance of Vietnamese migrants discovered or reported to be on board a vessel in Hong Kong waters without proper clearance.

To permit the procedures in this order to be carried out alongside, the Police will secure the vessel in question and assume responsibility for order in accordance with their internal orders.

ACTIVATION

4.

On

receipt of intelligence that an ocean-going vessel, carrying a large number of migrants from Vietnam, is about to enter or has entered Hong Kong waters the Secretary for Security will decide whether to activate the Kinbuck Policy Group which comprises the following officials :-
