OPERATION KINBUCK
The order for Operation KINBUCK is issued by Security Branch. It deals specifically with
the action to be taken in the event of the arrival in Hong Kong waters of a large ocean-going vessel carrying Vietnamese migrants. However, some of the measures could also be applied
if an armada of small migrant craft were to arrive. This part describes the gist of the Operation.
