lonely and vulnerable hilltops and islands. These will pose a problem. However, the port can function even if some of these installations are knocked-out. In the event of a specific threat against any of these installations the CP will initiate appropriate action in consultation with D of M.
THE EMERGENCY PATTERN : CROSS-HARBOUR FERRIES

Despite the availability of the MTR and the Cross-Harbour Tunnels, the use of ferries will still be important because :
(a) the use of the tunnel for passengers
depends upon buses which may not be available;
(b)
access roads could be blocked;
(c)
for security reasons the tunnel may be closed;

(a)
ferries can transport many thousands of passengers an hour; and
(e) ferry transport is flexible and has the
ability to avoid trouble areas.
Therefore, the ferries will operate in the normal way for as long as possible. During limited curfews they will continue to serve areas not affected.

In the unlikely event that a complete curfew were to be imposed over the whole of Kowloon or the whole of Hong Kong Island or perhaps over both, most services will probably have to be suspended. However, they will continue to run during the warning period when there will be at least during office hours - a rush of commuters returning to their homes.

Thereafter, cross-harbour transport will probably be confined to that required by the Security Forces. Their needs will be met by the following services in particular:
(a)
passenger services between Edinburgh Place and Tsim Sha Tsui (Star Ferry);
