Although the railway (except the light rail) is fenced throughout its length, this would not turn back a determined attacker. The KCRC mounts regular safety inspection patrols in normal times. In an emergency, these would have to be intensified and, if possible, provided with escorts from the Police. Frequent helicopter flights above the track by the Security Forces or RHKAAF would be of great assistance.

The Corporation would be responsible for the security of its own installations. It is unlikely that the Police would be able to provide static guards unless an immediate threat could be identified.

The KCRC has standby power sources for signals and other vital systems, but the electric trains themselves depend on the link to China Light and Power's grid through the Tai Wai and Fanling
