Closed Areas

37.

If and when a sit-in appears imminent, or if trouble with workers, unauthorised persons

strike occurs or

there is other serious or if it appears likely that will attempt to enter oil. installations with a view to causing trouble or damage, companies should consider applying for their locations to be declared "Closed Areas". (In view of the serious fire risk involved, this application should be made sooner rather than later). Again, the Oil Supplies Unit will coordinate requirements with companies and the District Police Commander, before approaching the GSECC.

ADMINISTRATION

Headquarters and Communications

38.

The Oil Supplies Unit will be located on the 17th floor of Shell House, 24-28 Queen's Road Central, Hong Kong, in the offices of the Shell Company.

39.

The public telephone system is the main intended channel of communication between the oil companies. In the event that this becomes overloaded or breaks down, an emergency radio network based on the Shell System, and linked with other oil company systems by means of portable units on the Shell radio frequency, can be brought into operation.

Reporting of Staff

The reporting stations at key locations

comprise :

(a) the oil companies' main terminals;

(b) the principal

island and mainland

(c)

depots; and

the Kai Tak Joint Tank Farm.
