The CAS has limited number of vehicles sufficient for initial mobilization. The vehicles are installed with R/T and PA system. Additional vehicles, if required will be provided from GLTA.

Commissioner's Office
In a territory-wide emergency the CAS is headed by the Commissioner, assisted by the Deputy Commissioners. Operations are controlled on behalf of the Commissioner by the Deputy Commissioner, Operations (who doubles as Chief Staff Officer). When mobilized, the Deputy Commissioner, Operations, and his staff are located in the CAS HQ, Caroline Hill Road, Hong Kong. The other two Deputy Commissioners are responsible for the CAS
Administration and Support Services.
Operations Wing
The Deputy Commissioner, Operations, is in overall command of the Operations Wing which is broken down into three Regional Commands and the Tactical Force.
Regional Commanders
The three Regions, Hong Kong (including outlying islands), Kowloon and the New Territories, command over 80% of the service establishment. They are the main source of back-up operational personnel for any tasks the CAS may be called upon to perform. Each Region has a Regional Headquarters and four District Headquarters.
