All leave will be cancelled and staff will be 'on call' at their respective institutions. Correctional Services Department Headquarters will be transferred to the Staff Training Institute, Stanley.

The penal population will, if necessary, be decreased by the release (on the authority of the Chief Secretary) of prisoners unlikely to affect seriously the maintenance of good order in Hong Kong, so as to make room for persons convicted rioters, curfew breakers, etc. It is not expected that the Courts will be able to function in the early stages of a curfew, or that the maximum number of persons convicted will exceed 500 a day.

The release of prisoners is not likely to begin until pressure on accommodation necessitates such releases.

The order of release will be as follows :

(a) early in an emergency, prisoners with

sentences of less than six months inmates in addiction treatment centres, short-term star class prisoners; and

(b)

at a later stage (if necessary), selected inmates in Training Centres, short-term ordinary class prisoners, and long-term offenders who are within six months of normal discharge.

No prisoners in the above categories

sentenced for robbery or other crimes of violence, or sentenced or detained in connection with membership of unlawful societies or for incidents arising out of political unrest or scheduled for repatriation will be released.
