No releases will be made until ordered by the Chief Secretary. Releases will be authorised by the Emergency (Release of Prisoners) Regulations which are held in draft at the GSECC and the AGC (see Chapter 7, Part 1).

In addition to the above measures, the following arrangements may be considered:

accommodation in Phoenix House for at least 200 can be made available to the Police on request, subject to a minimum of 24 hours notice;
Hei Ling Chau Addiction Treatment Centre may be redesignated as a prison and will remain in operation for as long as it is required to cater for prisoners; and
dependent upon the number of refugees accommodated at Cape Collinson Correctional Institution other inmates will if possible be transferred to Lai Sun Correctional Institution, thus freeing Cape Collinson Correctional Institution for curfew breakers etc.
12.
Lai Chi Kok Reception Centre, Pik Uk Correctional Institution and Tai Lam Centre for Women will continue to function as normal reception and classification centres for prisoners and will not be used other than for this purpose for curfew breakers.

A 14-day supply of rations will be maintained in each institution for the normal prisoner strength. Should a situation ever arise where food is in short supply it is Government's responsibility through the Agriculture and Fisheries Department to provide not only for the Correctional Services Department but to all essential workers. The 14-day supply for prisoners could, however, be utilised until an emergency distribution scheme has been instituted.
