threatened court action if we make it too difficult for overseas staff to transfer to local terms.
Civil Servants Participating in Political Activities
The recent remarks of Mr LU Ping, Director of the Hong Kong and Macau Affairs Office, on the subject of a functional constituency for civil servants sparked off comments from staff associations. Most of the staff associations support the Government's guidelines allowing civil servants (except a few specified categories) to join political organisations and participate in political activities. However, many of them object to the proposal of setting up a functional constituency for civil servants. These include Hong Kong Chinese Civil Servants' Association, and the staff sides of Model Scale 1 Staff Consultative Council and the Disciplined Services Consultative Council. They feel that there are at present sufficient avenues for civil servants to participate in political activities. Allowing civil servants to stand for election for the functional constituency may give rise to conflict of interest with their role.
