To examine staff requests for pension safeguards

An in-house working group is finalising a possible model of the proposed pension reserve fund. A paper on the possible model and the way forward is being circulated for clearance within the Administration. It is anticipated that informal consultation with the staff side will start in about a month's time.

Pay Dispute

The issue has been overshadowed by the debate over the transfer of overseas agreement officers to local terms. The staff associations have not taken further protest action since the pamphlet and poster campaign on 29.7.93. The Staff Side of the Senior Civil Service Council raised the issue with the Governor at their meeting on 27.9.93 but no agreement was reached. The League of nine civil service unions will meet on 8 October to

discuss the way forward.

They may

continue to lobby LegCo members for a Motion Debate on independent arbitration of the pay dispute.

Localisation Policy

The LegCo House Committee has decided that the Public Service Panel should proceed with the preparation of the introduction of the private member's bill. The Panel would meet with SCS and the Association of Expatriate Civil Servants before introducing the bill. Meanwhile, we are preparing a draft consultation document on the longer term arrangements. We are aiming at commencing the consultation
