In respect of projects other than the Airport Core Programme (ACP), the Secretary for Works will carry out the above duties with the advice of the PWPC, of which he is the Chairman. The PWPC is already in existence : henceforth, its membership and terms of reference will be revised as set out in the Annex.

Control of the ACP will continue to be exercised through ADSCOM as set out in Financial Circular No. 3/92 dated 23 January 1992.

The Secretary for Works will continue responsible to the Financial Secretary. Appeals against the decisions of PWPC will be made to the Financial Secretary by Branch Secretaries.

PWPC will in future play a role in the annual Resource Allocation Exercise by advising on the capacity of the works and other related departments to undertake programmes of works put forward by Branch Secretaries to the Star Chamber. Detailed arrangements will be promulgated by the Secretary for the Treasury each year in a circular memorandum.
