The Controlling Officers responsible for the control of expenditure under the projects in Category A of PWP with subheads in the Estimates are appointed by the Financial Secretary. Responsibility for overall expenditure control over the PWP is diffuse at present, as Controlling Officers currently report to a number of Branch Secretaries. It is necessary to institute measures to that CWRF expenditure remains under unified monitoring and to ensure that, where it emerges that there is likely to be overspending or underspending in any financial year, measures can be taken so that resources are deployed as effectively as possible.

The procedures to be followed in the annual allocation exercises are set out each year in a Memorandum issued by the Secretary for the Bids for new projects to be started in the five-year RAS period are put forward by Branch Secretaries, who have authority to set relative priorities between bids from Departments under their purview.

In addition, once Branch Secretaries' works programmes for the relevant resource allocation period have been accepted, Branch Secretaries have authority to alter the timing or priority of projects in their programmes, provided that the estimated overall expenditure over the five-year forecast period is not exceeded, and subject to the ability of the works departments to accommodate the design and supervision requirements.

The arrangements described in the previous two paragraphs will not change.

Role of the Secretary for Works (S for W)

1.

The Secretary for Works is responsible for the implementation of the Government's Public Works Programme. His duties include ensuring that the staff and resources of the works departments (including consultants employed by them) are deployed effectively to implement the programme of works set by the Star Chamber, and subsequently approved by Finance Committee (FC).
