circular establishes the authority of the Works to implement the approved Public Works Programme, monitor expenditure under the Capital Works Reserve Fund (CWRF) on Public Works projects other than the Airport Core Programme and, where necessary, to take measures to reduce overspending or underspending.

The procedures for the approval of funds and the setting of relative priorities for Public Works Programme (PWP) projects are set out in Financial Circular No. 8/90 dated 2 August 1990.
